The Normalize effect amplifies the sound so that its peak reaches the maximum possible amplitude without clipping.
You will usually want to do this on all the channels in the sound at once, so that their relative volumes are preserved. Otherwise, if you normalize the channels one by one, they will be amplified by different factors and you will lose the stereo effect.
